5. Lord Passfield has informed the

Governor of Hong Kong that he proposes to

communicate to him by telegram the

comments which he has to make on the

suggestions contained in the telegram to

Sir Miles Lampson, and subject to

Mr.

Henderson's observations he proposes

to telegraph briefly in the sense of this

letter and at the same time to ask

for a report by telegraph from the

Governor on the present state of the

negotiations and the possible lines of

progress towards the conclusion of

an Agreement.
